| Abstract: | The failure of mainstream water and wastewater utilities to adopt decentralized technologies can be attributed to institutional and market barriers. The framework of policies and markets need to be altered and expanded to include: integrated water resource management, multiple community benefits and stakeholders, an enhanced role for the private sector, encouragement of continuous innovation, and development of streamlined institutional tools. |
