R. Kerry Kehoe is an attorney with over 20 years experience in intergovernmental relations and federal appropriations, legislation and regulatory policy pertaining to coastal management. He currently serves as a member of the National Interest Team with the National Ocean Service within the National Oceanic and Atmospheric Administration (NOAA) specializing in federal/state coordination under the Coastal Zone Management Act. He also serves as the Team Lead for administering NOAA’s licensing authority under the Ocean Thermal Energy Conversion Act and Deep Seabed Hard Mineral Resources Act.
