LTC Boris A. Hall, was born on 24 November 1963, in Tampa, Florida. Upon graduation from Florida Agricultural and Mechanical University, Tallahassee, Florida, (1985); he enlisted in the United States Army in 1988 and was promoted to Sergeant in 1990. His civilian education includes a Masters of Business Administration, with a minor in Military Management (Trident University International) 2009; Bachelor of Science Degree in Public Administration, with a minor in Sociology (Florida Agricultural and Mechanical University) 1985. His military education includes Primary Leadership Development Course (PLDC 1991), Officers Candidate School (OCS 1993), Field Artillery Officer Basic Course (FAOBC 1993), Combined Logistics Officers Advanced Course (CLOAC 1997), Combined Arms and Services Staff School (CAS3 1997), and Command and General Staff College (CGSC 2005). In more than 25 years of military service, LTC Hall has held several key positions to include his current position as Chief, Operational Energy Cell, Fort Lee, Virginia.
