Joe Rowley is Vice President – Project Development for Sempra U.S. Gas & Power, which develops, owns, and operates power plants in North America.
In his current position, Rowley is responsible for the development of new power plants for Sempra USGP’s portfolio of assets, with a current focus on projects powered by natural gas, solar, and wind. The most recent projects developed under Rowley’s direction include the Copper Mountain Solar 1 (58 MW), Copper Mountain Solar 2 (150 MW), and Mesquite Solar 1 (170 MW) projects, the largest portfolio of solar photovoltaic projects in North America.
Prior to joining Sempra USGP in 1998, Rowley held various management positions at IID (Imperial Irrigation District), a municipal power utility in California. His responsibilities included power plant and grid operations, power contracts, transmission planning, generation planning, and power plant projects. He developed IID’s El Centro Unit 2 Repowering project, a 115 MW combined cycle facility powered by natural gas. From 1980 to 1990, Rowley served in various engineering and project management positions at San Diego Gas & Electric.
Rowley holds a bachelor’s degree in chemical engineering from Brigham Young University. He is also a registered Professional Engineer in Mechanical Engineering.
