Domogan’s first of his three (3) terms as City Mayor was tested after the devastation of the July 16, 1990 killer earthquake. He spearheaded together with then Congressman Bernardo Vergara and other City officials, city and neighboring town residents, as well as national leadership as partners the Herculean task of rehabilitating the City and getting it back on its feet. Massive reconstruction of City roads, buildings, and other infrastructures continued during his second and third terms. Noteworthy also is Mayor Domogan’s role in the birth of the Baguio Flower Festival, popularly known as the Panagbenga Festival which is now the biggest tourism activity in the Region to promote Culture, the cut-flower and art industries of Baguio and its neighboring towns.

Under his leadership, he started the “ALAY SA KALINISAN” that made Baguio City the Cleanest and Greenest Highly Urbanized City in the Country for three (3) consecutive years which elevated it to the Hall of Fame Award category with a total monetary award of 5 million pesos used to purchase garbage trucks direct from Japan. This gives substance and weight to Mayor Domogan’s self-proclamation as “JANITOR OF THE CITY”.

It was likewise due to his leadership that brought Baguio to the Hall of Fame in the “GAWAD PAMANA NG LAHI AWARD” having won it for two (2) successive years with a total monetary award of 4 million pesos. The award is the highest award that the national government could bestow to a local government unit.

His work ethics, principle of punctuality, and finishing all the work loads and appointments of the day before heading home contributed to his being a multi-awarded Mayor. In fact, he was the only elected official given the “LINGKOD BAYAN AWARD” by the Civil Service Commission in 1995. Because of his exemplary performance in his three consecutive terms as Mayor from 1992 to 2001, he was elected as Congressman in 2001. Again, due to his good performance during his first term, he was re-elected as Congressman for two (2) consecutive terms. As Congressman, notable is his bill to update and upgrade the old charter of the City of Baguio, among others. He was very productive in legislation, authoring and co-authoring numerous bills, actively participating and supporting House of Representatives’ resolutions and delivering timely privileged speeches on subject matters specifically affecting his district and its constituents and generally those of his region and the Filipino people as a whole.

As Congressman, he garnered numerous awards and citations including the CONGRESSIONAL HALL OF FAME by the Global News Network’s Congress Magazine for being the “Most Consistent Outstanding Congressman for Four Consecutive Years”, and the Fr. Jose Burgos Award by the Province of Ilocos Sur for being a multi-awarded public servant and being installed into the Emeritus Congressional Honor for having been adjudged Most Outstanding Congressman for five consecutive years.

Having been born in the wilderness of the Cordillera, a remote sitio of Bab-asig, Patiacan, Quirino (formerly Angaki), Ilocos Sur and within the boundaries of Besao, Mountain Province and Tubo, Abra, and orphaned in an early age, Morris as he is fondly called struggled to survive and overcome the hardship and many challenges during his youth but none of these became a hindrance to his dream to attain his education and what he is today.

Mayor Domogan is a loving husband to Ms. Rebecca Napeek Domogan, and a doting father to three daughters: Janice Marie, a lawyer; Jillian April, a member of the US Air Force; and Joy Allison, a Registered Nurse.
