Elizabeth S. Raman, Ph.D., Energy Conservation Program Specialist, State Department of Business, Economic Development and Tourism's Hawaii Energy Office, has extensive experience developing and managing aggressive programs to encourage federal and state government energy efficiency and conservation goals through public/private sector partnerships; managing technical assistance for energy performance contracting, energy benchmarking and other energy efficiency projects. She has private and government experience in planning and managing energy efficiency and socio-economic development projects and programs; project analysis, budgeting, proposal development, and contract administration; financial reporting, planning and contracts negotiation; feasibility studies, and “Hands-on” experience in marketing and sales. Dr. Raman serves as coordinator for the 600-member networking group, Rebuild Hawaii Consortium. She administered and monitored project-related million dollar contractual obligations of a high technology company; served as planning, contracts and finance specialist and Senior Project Economist for a multi-faceted organization of substantial technical scope and complexity; and has knowledge of Pacific and Asian business practices and social systems, as well as international organizations.
