Dennis J. Cooper was appointed Program Manager for all Ocean Energy programs New Ventures line of business in January 2010. In this capacity, Mr. Cooper is responsible for managing the performance of all Ocean Energy programs which includes Ocean Thermal Energy Conversion, Ocean Tidal, and Ocean Current. The previous two years he was a key member setting up the Ocean Thermal Energy program in New Ventures.

Prior to this position, Mr. Cooper managed the submarine network integration contract Submarine Warfare Federated Tactical System (SWFTS). SWFTS is responsible for the system of systems engineering of the submarine combat system.

In addition, Mr. Cooper has over 25 years of experience in the management, design, development, test and integration, and at sea testing of large complex submarine combat systems. Mr. Cooper was involved in the introduction of Commercial Off-the-Shelf products for use in sonar systems onboard submarines.

Prior experience includes managing a 220 person engineering organization responsible for the design, development, integration and maintenance of submarine electronic systems. This included all sonar configurations on 688, 688I and Virginia class submarines.

He holds a Bachelors of Science in Electrical Engineering from Virginia Tech.
