Tom Williams is a partner with the law firm of Goodsill Anderson Quinn & Stifel, a Limited Liability Law Partnership LLP in Honolulu, Hawaii, where he leads the firm’s energy and public utility law practice. In the energy area, he represents electric companies serving much of Hawai'i in negotiating and obtaining approvals of power purchase agreements, and in developing and implementing the regulatory frameworks for integrated resource and clean energy scenarios planning, competitive bidding, renewable portfolio standards, distributed generation, and energy efficiency. He also has worked with non-utility generators on Kaua'i.

He has represented electric, telephone, water and sewer utilities, and water carriers in numerous rate case and other regulatory approval proceedings. In addition, he has represented passenger carriers, trucking companies and water carriers, which are regulated in Hawai'i, in obtaining their certifications to provide service and in tariff matters.

Tom earned a Bachelor of Science degree in Physics from the University of Virginia (U.Va.), and received his law degree from U.Va. in 1975. He was a member of U.Va.'s law review, and received the Order of the Coif. He has been recognized in the Best Lawyers™ in both of his specialty areas. Tom and his wife Anne (also an Attorney) have lived in Hawaii since 1975, and have two daughters and a son.
