Ms. Joan R. Turrisi assumed her current duties as the Director, Small Business for DLA Energy in January 2010. In this assignment, Ms. Turrisi is responsible for establishing, monitoring, and achieving small business contracting goals in the categories of Small Business, Small Disadvantaged Business (SDB), 8(a) (subset of SDB), Historically Underutilized Business Zone (HUBZone), Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). Ms. Turrisi conducts and attends a variety of outreach conferences and events to find small businesses that can provide supplies and services for DLA Energy’s customers.

Prior to this assignment, Ms. Turrisi served as Chief for DESC’s Overseas Bulk Fuel Contracting Division, managing contracting programs valued in excess of $6.5B. Ms. Turrisi served in this position from June 2007 to December 2009 after graduating from the Industrial College of the Armed Forces (ICAF) with a Masters Degree in National Resource Strategy. Before entering ICAF, Ms. Turrisi served as Chief for DESC’s Facilities Contracting Division, managing a wide diversity of service contracts.

Ms. Turrisi began her career with Defense Fuel Supply Center (later renamed DESC) in 1977 as a Contract Specialist trainee and served on buying teams for into-plane, bunkers, aircraft fuel delivery, storage, and lab testing services before becoming a warranted Contracting Officer (CO) in 1987. Ms. Turrisi performed CO functions associated with Commercial Activities (A76) studies for six Navy fuel facilities and created a hybrid contract program for environmental assessment and remediation of government-owned, contractor-operated DESC fuel facilities.

Ms. Turrisi is DAWIA Level III Certified and a member of the Defense Acquisition Corps.
