Professor Zhou graduated from Tsinghua University’s Electrical Engineering Department in 1959. He became Deputy Director General of the Energy Research Institute of the National Development & Reform Commission (NDRC) in 1981. From 1987 to 1999, he was Director General of Energy Research Institute of NDRC. Presently, Mr. Zhou is Senior Advisor at the Energy Research Institute of NDRC. He also serves as Advisor to the China Energy Research Society; Advisor to the Energy Committee of China Academy of Science; Vice President of the China Energy Academy; Vice President at the China Energy Investment Association; a member of the standing committee of China Energy Conservation Association; and Executive Director of GOC/GEF/WB China Renewable Energy Scale-up Program Management Office. He is also a member of the Advisory Board of the Asia-Pacific Energy Research Center in Japan.
Previously, Mr. Zhou was a member of the World Bank Energy and Environment Instruction Committee and World Bank Prototype Carbon Fund Advisor Group; Vice President and Secretary-General of the China Energy Research Society; and Vice President of China Energy Conservation Association.
His research includes energy planning, energy development strategy, energy policy, energy conservation and renewable energy.
